Switching Development Strategies and the Costs of Transition: the Case of the Soviet Union and Russia

The globalization process creates additional opportunities for economic development for many economies of the world. At the same time global changes create the need for revising many current norms of both international and domestic political, economic and social relationships. It calls for generation of new ideas and transformation in all fields of social activities.

Russia is the only G8 member state which for the past 15 years went through the process of dramatic political, economic and social transformation. As it possesses the most complete experience of making difficult economic decisions and reaching the positive result under the unfavorable conditions it has to take responsibility for choosing the development path not just for itself but for other leading world nations.

As the country of the highest concentration of intellectual capital, dynamically growing markets and enormous development potential, Russia can and must occupy the leading positions in the formation of the agenda of future.

How can Russia most effectively realize its possibilities as the country- chairman of the leading world powers organization? Which must be the role of state in this process? How do the leaders of domestic and international business, the chief Russian and foreign economists see the place for Russia in G8? The 5-th International Conference 'Russia — Consolidating Leadership' held in Moscow on November 2, 2005, together with the Center for Economic and Financial Research (CEFIR) and the Club 2015, will be dedicated to answer these questions. Leading Russian politicians and economists, business association leaders, experts and journalists will participate in the conference.
