The main goal of the project was to analyze the present-day situation and development prospects for the noncash retail payment systems in Russia.

There had been an expert appraisal held to make an up-to-date review of the market of noncash retail payment systems in Russia, as well as the milestones of its formation and further development. CEFIR experts made a review of existing international research regarding the evaluation of benefits and costs gained from implementing card payment systems. They also analyzed the interconnection between the level of the noncash payments market development and indicators of the economic and social development of the country.

Based on the results of the analysis of the Russian payment systems development and international experience, a list of recommendations was worked out in respect of the measures of state regulation of the noncash payments market to enforce its growth and development.
