The technical assistance in development of tobacco tax policy | 03-02-2012

Project Dates: January- May 2011

The main objectives of the projects were:
  • Conduct a review of the National Concept on Tobacco Control (The Concept) to fully understand the proposed changes to the current tax system;
  • Develop a tobacco tax proposal to meet the requirements of the Concept, including a critical examination of the current mechanism to collect tobacco taxes and possible implication of the Concept for this mechanism;
  • Develop a simulation model to simulate the impact of changes in tobacco taxes on consumption, premature deaths and tax revenue;
  • Use the simulation model to develop multiple scenarios of a tax policy;
  • Summarize the results of the simulation exercise;
  • Provide ongoing technical support to CFTFK and targeted policy makers as the tax proposal is considered by the government and Duma, including running simulation models of alternative proposals if they arise, providing critical assessment of any variations proposed for a future tax system, and proposing improvements to the current tax collection mechanism.

CEFIR working group continues to study the possibilities of public policy on taxation of tobacco. The project, implemented by order of the organization Tobacco-Free Kids, along with other planned:
  • to analyze changes in excise rates and their impact on retail prices and the amount of tax revenue;
  • to identify key strategies of the tobacco industry in response to changes in state excise policy.

In addition, in process it is planned to update the calculations of previously constructed simulation model that will provide revised estimates of economic and social implications of various scenarios for the state excise policy.
