Assisting to the RF Ministry of Finance in developing the official comment to the Budget Code of the Russian Federation and issuing it in the electronic format (with access to the sources listed in the bibliography and full-text search) and paper version | 24-09-2012
Project Dates: February — June 2012

The project was implemented for non-commercial foundation for enterprise restructuring and financial Institutions development (acting on behalf of the RF Ministry of Finance and the Federal Treasury).

Project Objectives:
  • create the environment for the successful implementation of fiscal reforms to provide the participants of the budget process with the necessary, clear information and reference materials on areas of fiscal reform;

  • provide assistance to the Russian Ministry of Finance in developing official comments (explanations) to the Budget Code;

  • develop a reference system for the Budget Code;

  • generalization and systematization of international experience on the major issues of the Budget Code;

  • assist the Russian Ministry of Finance in disseminating relevant information on the Budget Code and on the most important social and political topics in terms of regulating the budget legislation.
    Information and reference materials created under the project contribute to the development, formalization and distribution of a single coherent position of the Russian Ministry of Finance on the Budget Code, which reflects economic sense and the practical application of the principles of budget legislation.
